USPSTF به این نتیجه رسیده است که شواهد موجود، برای ارزیابی تعادل میان فواید و مضرات مداخله ی رفتاری بر اساس مراقبت های اولیه با هدف پیشگیری یا کاهش مصرف مواد مخدر غیر قانونی و یا مصرف غیر درمانی دارو ها در کودکان و نوجوانان، کافی نیست.
این توصیه مختص کودکان و نوجوانانی است که تا پیش از این اختلال مصرف مواد نداشته اند.
